The U.S.
Army Corps of Engineers (USACE) Kansas City District (NWK), on behalf of the Air Force Civil Engineering Center (AFCEC), is seeking to identify a Construction Contractor to construct the new Over the Horizon Radar (OTHR) Infrastructure, Oregon.
The Government intends to utilize a Construction Manager at Risk (CMAR) project delivery method.
This approach emphasizes early collaboration with the Government and the Governments AE DOR, qualifications-based selection of the Construction Manager, open-book pricing, and shared risk management between the Government and the Construction Contractor.
